The only way to have reduced the chances of such a mistake would have been to declare all bunkers outside the ropes to be waste areas. However, once it was determined that they would all be played as bunkers, the rules had to be followed.&lt;br /&gt;

It was just one of those things: an understandable mistake, but a mistake nonetheless.</description>
